The guy in Novigrad who sells dumplings, Hattori, is the best blacksmith. Yoana in Crow's Perch is the best armourer. There are at least three blacksmiths and two armorers in Novigrad, none of which show up on the map unless you're right next to them - provided they don't fail to spawn as they often do.
